APPLYING FOR A NEW PASSPORT
New Passport Application Approval Process
With effect from 10th August 2015, applicants applying for passports are required to provide digital photograph and fingerprints to the Department. Fingerprints will be collected from all applicants above 16 years of age.
Inclusion of children in parents passport will NO longer be allowed and children will be issued separate passports.
Applicants submitting passport applications through Sri Lanka Diplomatic Missions overseas could do so without providing fingerprints and digital photograph. Holders of such passports could provide fingerprints on their first arrival in Sri Lanka at the head office or any of the regional offices of the Department.
Children below 16 years of age whose passports are issued after 10th August 2015 are required to provide fingerprints to the Department upon reaching the age of 16 years. Holders of such passports living abroad should do so upon first arrival in Sri Lanka.

Apply a Passport through the Embassy
Duly completed Passport Application (Form K) has to be submitted to the Embassy along with the relevant supportive documents.
Application Form K (IM 35)
All the cages from 1-17 are to be completed in Block Capital Letters. Applicant's signature should be placed in the cages given in the second page of the application in front of an authorized officer of the Embassy at the time he/she submits the application.
◾If the applicant is unable to visit the Embassy to submit the application, his/her signature and one photograph must be attested by the Honorary Consul General for Sri Lanka (Finland and Iceland) or a Government registered Justice of Peace/Notary Public/ Attorney-at-Law/Solicitor. The attester's signature and seal should be placed on the verification photograph. The signature of the applicant should be placed well within the two cages. The attester should sign the declaration and place his stamp and date. Please ensure to place the official frank of the attester below with his/her signature.
◾The passport application should be filled in English language only.
◾Four (04) photographs in color, printed in a matte or semi glossy photo quality paper. Size 3.5 cm x 4.5 cm. Photographs should be in full face view taken directly facing the camera. Also, it should be taken in front of a plain white or off-white background, with natural facial expression and without spectacles. Both ears should be visible clearly. Photographs should be taken within the last 03 months to reflect your current appearance. 02 photographs have to be pasted on the photo/signature page (02nd page) of Form K.
◾Original Birth Certificate. (Translations are not acceptable for the Passport application)
Please submit the English translation also for the Mission's records, if available.
◾If the applicant was born outside Sri Lanka, the Citizenship Certificate issued under section 5(2) of Citizenship Act.
◾Original Marriage Certificate, if the applicant has changed the name after marriage. If the marriage has been registered outside Sri Lanka, such Marriage Certificate should be countersigned by the relevant authority (Eg: If the Marriage has been registered in Norway, the Marriage Certificate should be countersigned by the Ministry of Foreign Affairs of Norway)
◾If the profession needs to be included in the passport, original professional certificate and a letter from the employer should be submitted. Please make sure to get the attestation from the Consular Division of the Norwegian Foreign Ministry on professional certificates if those certificates are issued in Norway.
◾Valid Residence Permit (Residence Card) issued by the relevant authorities or the documents relating to the visa status of the applicant, if the visa is not stamped on the passport.
◾Any applicant who is on an indefinite visa for over one year, is required to submit a letter from UDI, confirming that the applicant has not already applied or acquired Norwegian Citizenship. The applicant can submit this letter to the Embassy at the time he/she accept the new passport. (This is not compulsory if you can provide a valid residence permit.)
All original certificates will be returned to the applicant after perusal.
Passport fee - NOK 1,350/-
The Department of Immigration and Emigration has been introduced a new procedure to capture the fingerprints of passport holders whose passport has been issued through Sri Lanka Diplomatic Missions after 1st November 2017. The procedure requires every passport holder who are in the age group of 16-60 years to provide Bio metrics (fingerprints and digital face image) to the Department of Immigration and Emigration upon their first entry to Sri Lanka.
Issuance of Temporary Travel Documents - NMRP
NMRP will be valid for 01 month and can be used only for the purpose of travel to Sri Lanka.
NMRP will be issued as a stop gap travel document, to the applicants who already applied for passports / Short term visitors whose passport has been lost in Norway/Finland or Iceland and for the voluntary returnees who can prove the Sri Lankan citizenship. Subject to the approval of the Department of Immigration and Emigration of Sri Lanka.
